Indecisiveness is often a result of a fear of the reaction if someone were to tell the truth about how he or she really feels. Make sure you are creating an environment where someone can tell you the truth, and make sure you are not getting defensive when they give you feedback or say things that you don't like. You hold the keys to helping to create an environment in which people are decisive and tell you the truth.
